The use of payment cards was not widespread in China until around 2000. According to industry observers, the credit system was not very popular in China as the Chinese mentality and their traditions were such that debt was not considered good. Between 1985 and 2002, the credit cards issued in China were all international cards such as Visa and Mastercard. In the early 1990s, the central government decided to set up a national bank card network system with the aim of linking all the banks together electronically.
